In our deployment, we hit similar latency around 120 seats and traced it to two specific issues: the default LDAP sync interval (which is adjustable but not well documented) and having too many active directory-based security groups with complex member-of relationships. Simplifying the group structure to a flatter hierarchy and moving some policy logic to the application layer via SCIM cut the propagation delay from 15 minutes to under 90 seconds.
