Here's a hot take that will get me flamed. Paying engineers a flat rate for on-call rotations is lazy and rewards bad systems.
If I'm getting paged 50 times a week for nonsense while my colleague in the next rotation gets 5 meaningful alerts, we did not have the same job. My weekend was destroyed. Theirs was fine. Same pay? That's a management failure disguised as policy.
Compensation should reflect the actual workload. Volume * severity. It creates the right incentives: engineering teams will fix noisy alerts fast when real money is on the line. Otherwise, why bother? You get paid the same either way. Seen it at three companies now. The on-call experience is always garbage where alert fatigue is just considered "part of the job."
