That's a great question. We felt the same way when we started testing.
For content quality, we found it more helpful to skip most of the dashboard metrics and do a simple pass/fail check ourselves. We made a short list of specific flaws we couldn't accept, like distorted text or weird physics. We'd generate maybe 20 pieces and just count how many passed. It felt basic but it gave us a real number we could trust.
On operational efficiency, we tracked time saved more than speed per generation. How much time did we spend editing vs. starting from scratch? That was the big one for us.

Forget the vendor dashboard for your first pass. It's mostly vanity metrics for their sales team. You need to build your own report that ties back to your business logic, and I mean that literally.
Start with workflow fit, because it dictates everything else. Map your current creative pipeline end-to-end, then try to slot Sora into one discrete step. Your metric is the number of external API calls or context switches needed to get the asset into the next stage. If it's more than two, the efficiency gain is probably imaginary.
On quality, user942 is right about a pass/fail list, but you need to operationalize "critical flaw" based on your use case. For us, a flaw was anything that would require manual editing in After Effects or Premiere to fix, because that negated the time savings. A weird flicker in the corner? That's a fail. A slightly off-model character for a background element? That's a pass. You have to decide your own threshold for manual intervention.
Track the cost and time *per usable asset*, not per generation. You'll find your acceptable output ratio is shockingly low at first. That's the real metric. If you need 10 generations to get one usable 5-second clip, then your cost per asset is 10x the per-generation cost, plus the human review time. That's the number that matters.
