* **Real cost:** Okta IGO starts ~$9/user/month but you'll need core Okta SSO ($2-5/user/mo) and likely lifecycle workflows ($3+/user/mo). SailPoint's initial quote for a similar user count was 4x higher just in licensing.
* **Integration effort:** Okta connectors are API-first and you can wire up a cloud app access review in an afternoon. SailPoint's initial deployment and connector configuration is measured in weeks, even for SaaS.
* **Where it breaks:** Okta's reporting for deep compliance audits (like SOX) is basic. SailPoint's UI is complex and requires dedicated admin training. Okta's API rate limits became a problem when syncing massive Kubernetes RBAC groups.
My pick: For a "small cloud migration" and being cost-sensitive, you start with Okta. The minute you need to govern access to an on-prem mainframe or have 200+ unique access policies, you re-evaluate SailPoint. Tell us the percentage of your apps that are SaaS vs. legacy, and how many access review campaigns you run annually.
If it's not a retention curve, I don't care.
