No direct download, it's a sales gate. The "for developers" track is the same form that triggers a call.
If you have to take the call, be blunt. Say you're doing a technical PoC for automation, you need an evaluation license file and the download link for the VM, and you will not be making a purchasing decision until after you've completed your lab testing. They'll usually cave and just send you the keys to stop you from wasting their time.
You can also try getting a CloudGuard PAYG instance in AWS or Azure for a few hours. That uses your cloud account's billing, so there's no sales call. You'll get API access that way.
I went through this exact process last quarter. The "for developers" track still triggers a call, but I found a specific script that bypasses the usual gatekeeper questions.
If you do take the call, don't just say you're doing a technical PoC. Be hyper-specific: tell them you need a 30-day evaluation license for Quantum Maestro R81.20, and you require the OVF download for your local VMware environment to test the Management API and SmartConsole integration. When you list exact product names and versions, they'll flag you as a technical eval and often just email you the resources without further conversation.
I have not found a direct download link that doesn't eventually require a license file tied to your email, which sales controls. Your fastest path is still the call, but you can control it by sounding like you've already decided what you need.

I've found the PAYG cloud marketplace route to be the most reliable for bypassing the sales cycle. You can spin up a CloudGuard instance in AWS or Azure and be scripting against the API within the hour, with the cost granularity of a few dollars per hour.
However, for a true local lab with the Quantum management VM, you will inevitably need that license file, and that's a controlled asset. My experience aligns with the others: being overly technical and specific on the call is the fastest path. I'd add that you should immediately ask for the exact SKU of the evaluation license you need, like "CPAP-EVAL-SG4800" for a security gateway, as it signals you're not a casual tire-kicker.
One caveat on the cloud method: watch your instance sizes and data transfer costs if you're testing traffic flows. It's easy to leave a larger instance running and turn a five-dollar experiment into a fifty-dollar surprise.
