Troubleshooting: Why does it ignore my 'do not use' style guide rules?

Running Windsurf on my team's monorepo. Our `.windsurf` config has a clear `doNotUse` list in the style guide section.

It's ignoring them completely. Keeps suggesting libraries and patterns we've explicitly banned.

Example from our config:

```yaml
styleGuide:
doNotUse:
- "axios"
- "lodash"
- "moment"
- "classnames"
preferred:
- "ky": "use ky for http"
- "date-fns": "use date-fns for dates"
```

Yet I constantly get "Consider using `axios` for this request" or "Replace with `lodash.get`".

What's the point of the config if it's not respected?

* Is the `styleGuide` section only for greenfield new file generation?
* Does it need to be at the repo root, or does it read nested `.windsurf` dirs?
* Known bug with monorepo setups?
