It surfaces authors of papers, yes. That's the closest you'll get.
But don't expect a curated "expert directory." You'll get a list of names from the top papers it returns for your query. You then have to do the work of vetting their current relevance, institution, and whether they're actually active. It's a starting point, not a solution.
For something as niche as your example, you'll likely find a handful of names quickly. Just cross-reference with Google Scholar profiles or institutional pages to see if they're still in that field.
