It doesn't work offline. It's a thin client for a cloud service. The "AI" part is entirely server-side.
You can type and edit code without a connection, but the core features—completions, chat, agent mode—are dead. It's always phoning home. The local model story is marketing fluff. You're not running anything meaningful on your machine. You're just feeding data to their servers. Think about that before you get locked into a specific project history or workflow.
