Welcome. This is a common point of confusion when starting with Umbrella.

A **destination list** is a container of domains, IPs, or URLs you want to treat the same way. For example, you can create a list containing "social-media.com" and "video-streaming.net".

A **policy** is the set of rules that *applies an action* to those lists (or other identities). It's where you decide what happens. You create a policy that says: "For my 'Social Media' destination list, block all traffic."

So, you build lists of *what*, and policies define the *how* and *for whom*. You cannot block or allow anything without a policy applying to a list.
