Right, making them define "internal business operations" puts them on the back foot. I've found this works especially well with collaboration tools that have a 'guest' or 'external user' feature built in.
When they push to include contractors in the definition, my next move is to ask if their audit logs can distinguish between our full-time employee and a contractor's login. If they can't, then their own system can't support the broader term they're asking for. That usually ends the debate pretty quickly.
